In recent years, information warfare has become one of the most important tools for states to demonstrate power at the international level. This type of warfare includes cyberattacks, psychological operations, and the dissemination of false information, aiming to disrupt critical infrastructures, destabilize political systems, and influence public opinion. This phenomenon poses significant challenges for international law, including the difficulty of attributing information operations to states, ambiguity in identifying violations of international obligations, weak enforcement mechanisms, and the increasing role of non-state actors. The present study, aiming to clarify the international responsibility of states in the era of information warfare, seeks to answer the central question: What responsibilities do states have in the age of information warfare? Methodologically, the research is applied in purpose, qualitative in nature, and follows a descriptive-analytical approach for data collection and analysis. The findings show that states’ responsibility in the realm of information warfare is based on three key principles: first, refraining from any unlawful information interference in the internal affairs of other states; second, adopting preventive measures and engaging in effective cooperation to prevent cyberattacks originating from their territory; and third, in case of violations of international law, the obligation of the offending state to immediately cease the wrongful act and compensate for the damages caused.
