تاکتیک‌های جنگ شناختی علیه جامعه هدف و ارتقای راهبردهای مقاومت

چکیده
جنگ شناختی، کنترل وضعیت ذهنی و رفتار دیگران از طریق دستکاری محرک‌های محیطی است. جنگ شناختی؛ شکل سازمان یافته و پیشرفته‌تر جنگ اطلاعاتی محسوب می‌شود. برخلاف اهداف فیزیکی، مانند سیستم‌های شبکه یا دستگاه‌های الکترونیکی، جنگ شناختی با هدف دستکاری بر آنچه مردم باور دارند بکار می‌رود و در نتیجه بر ادراکات عمومی تأثیر می‌گذارد. بنابراین، جنگ شناختی یک استراتژی روانشناختی است که به‌منظور تأثیر تدریجی بر باور، عقیده و ادراک جامعه هدف در مورد یک موضوع، مانند یک رویداد، ذهنیت یک سیاستمدار، نگرش یک دولت یا به طور کلی یک ایدئولوژی بکار می‌رود. در این راستا، سوال اصلی پژوهش این است که تاکتیک‌های مورد استفاده در جنگ‌های شناختی علیه یک جامعه هدف کدامند و راهبردهای مقاومت در برابر آن چیست؟ این مقاله، با بهره‌گیری از یک روش کیفی از نوع اسنادی- کتابخانه‌ای و همینطور تحلیل محتوای آن، پس از بررسی ادبیات نظری مربوط به جنگ شناختی از نوع «جنگ‌های غیرجنبشی»، به این نتیجه رسیده که عمده‌ترین تاکتیک‌های جنگ شناختی شامل تبلیغات، روایت‌های ساختگی، روان‌شناسی رفتاری، استفاده از داده‌های شخصی با بهره‌گیری از محتوای شبکه‌های اجتماعی و پلتفرم‌های دیجیتال هستند که تأثیرات این جنگ را تشدید می‌کنند. در مقابل، به‌منظور ایجاد پدافند شناختی آگاهی عمیق از سازوکارهای این جنگ و ایجاد استراتژی‌های دفاعی و مقاومتی در برابر آن ضروری است. این الزامات اساسی پدافند شناختی شامل آموزش رسانه‌ای، سواد دیجیتال، کمپین‌های آگاهی عمومی، سیاست‎گذاری و مقررات شناختی و لزوم همکاری بین‌المللی می‌شود تا بتوان جوامعی مقاوم و آگاه در برابر دستکاری شناختی ایجاد کرد.

Cognitive warfare is the control of the mental state and behavior of others through the manipulation of environmental stimuli. Unlike physical targets, such as network systems or electronic devices, cognitive warfare is used to manipulate what people believe and thus influence public perceptions. In this regard, the main issue of this article is to survey and examine the tactics used in cognitive warfare against the target community and to examine the consequences and strategies for resisting it. This article, using a qualitative documentary-library method and its content analysis, after reviewing the theoretical literature related to cognitive warfare of the type of "non-movement wars", has concluded that the main tactics of cognitive warfare include propaganda, fabricated narratives, behavioral psychology, the use of personal data, the use of social networks and digital platforms that intensify the effects of this war. In contrast, in order to create cognitive defense, it is necessary to have a deep understanding of the mechanisms of this war and to develop defensive and resistance strategies against it. These requirements for cognitive defense include media education, digital literacy, public awareness campaigns, cognitive policy and regulation, and the need for international cooperation to create societies that are resilient and aware of cognitive manipulation.
