واکاوی تأثیر زمینه‌های تروماتیک بر سیاست خارجی ایران نسبت به روسیه

چکیده
سیاست خارجی ایران در قبال روسیه همواره تحت تأثیر لایه‌های پیچیده‌ای از تعاملات تاریخی، تنش‌های سیاسی و تحولات ژئوپلیتیکی بوده است. این مقاله بر ضرورت بازاندیشی در سیاست خارجی ایران از طریق بازتعریف هویت و منافع ملی در چارچوبی منعطف‌تر و فراتر از الگوهای سنتی  با بهره‌گیری از چارچوب نظری سازه‌انگاری در روابط بین‌الملل، به بررسی نقش حافظه تاریخی، هویت ملی و تجربه‌های تروماتیک در شکل‌گیری گفتمان سیاست خارجی ایران نسبت به روسیه می‌پردازد. سازه‌انگاری، برخلاف رویکردهای واقع‌گرایانه که سیاست خارجی را صرفاً تابع منافع مادی می‌دانند، بر اهمیت معنا، هنجارها و برساخت‌های اجتماعی در کنش بین‌المللی تأکید دارد. سؤال اصلی پژوهش این است که چگونه تجربه‌های تروماتیک تاریخی بر شکل‌گیری گفتمان سیاست خارجی ایران نسبت به روسیه اثر گذاشته‌اند؟ فرضیه تحقیق بر آن است که روایت‌های تاریخی منفی و آسیب‌های روان‌ شناختی ناشی از مداخلات روسیه نظیر جنگ‌های جهانی، قرداد بیست ساله، بدبینی نسبت به کمونیسم، موضع‌گیری روسیه در مالکیت ایران بر جزایر سه گانه، عدم استفاده از حق وتو و نیروگاه اتمی بوشهر و تقسیم آب دریای کاسپین، در قالب گفتمان‌های بی‌اعتمادی و الگوهای رفتاری محافظه‌کارانه، به تولید نوعی سوءظن مزمن و احتیاط راهبردی در سیاست خارجی ایران منجر شده‌اند. یافته‌های این پژوهش که با رویکردی توصیفی- تحلیلی صورت گرفته است نشان می‌دهد که سیاست خارجی ایران را نمی‌توان صرفاً با تکیه بر ملاحظات ژئوپلیتیکی و اقتصادی تحلیل کرد، بلکه باید آن را در چارچوب پویایی‌های هویتی و سازه‌های تاریخی مورد تفسیر قرار داد. بازتولید مستمر روایت‌های منفی از گذشته، نقشی محوری در شکل‌دهی به نگرش‌های نخبگان و سیاست‌گذاری‌های رسمی ایفا کرده و بر ضرورت بازاندیشی در الگوهای ادراکی سیاست خارجی ایران دلالت دارد.

چکیده English

Iran's foreign policy toward Russia has been shaped by complex historical interactions, geopolitical tensions, and traumatic experiences that continue to influence bilateral relations. This study employs a constructivist framework to analyze how negative historical narratives—including Russian interventions in World Wars, unfavorable treaties, ideological skepticism, disputes over Persian Gulf islands, nuclear cooperation delays, and Caspian Sea resource allocation—have fostered deep-seated distrust and strategic caution in Iran's policymaking. Moving beyond traditional realist interpretations focused on material interests, the research reveals how these constructed historical memories and identity dynamics have systematically produced conservative behavioral patterns in Iran's foreign policy approach toward Russia. The findings demonstrate that persistent reproduction of traumatic narratives has fundamentally shaped elite perceptions and official policies, suggesting an urgent need for cognitive reframing in Iran's strategic assessment of Russian relations.
