The realm of human cognition is a new battlefield in modern warfare. As some countries use sophisticated techniques to manipulate public perceptions and key decision makers of their adversaries, the rise of "cognitive warfare" has become a daunting challenge to national security around the world. The main goal of cognitive warfare, as one of the subjects related to cognitive science, is to change not only what people think, but also how they think and act. And in the meantime, social networks, perception and image management, as well as mind control are effective in cognitive warfare. Considering the importance of cognitive warfare as the center of gravity of modern warfare, the main question of this article is based on what is the semantic system of cognitive warfare and the cognitive strategies to deal with it, which is tried to be answered using a qualitative method and an interpretive approach. The findings of the research show the necessity of a network and chain of meaning approach to the structures that make up cognitive warfare in the form of controlling the states and mental behaviors of others by manipulating the environment. Also, in the face of cognitive warfare, the capacity of cognitive sciences, convergent technologies, and citizen's discretion are needed. cyber and benefiting from the experiences of countries should be used to improve the ability of governments to evaluate the accuracy of information. Of course, acceptance of weakness in cognitive abilities, considerations of cognitive resilience, and other strategies to deal with cognitive warfare.
